Only a full system Admin can create projects?? Is there no consideration for a use case of a Project Manager or Traffic function that creates work and assigns it, separately from all access to everything in the entire system? Is there a way to create an "Admin-minus," as in someone who'd be able to create projects in WS but not be able to delete the entire system in one swoop?
